I will vote for the amendment because I believe it is based on a sincere intent to solve a serious problem. But I was simply pointing out that it provides no funding. The gentleman's Committee on Appropriations only provided funding for 117 beds in next year's budget and there is no money to do what is provided for in this amendment. To simply direct the department to take it out of their hide is simply unrealistic.

I disagree. Let me cite to you Houston is the fourth-largest city in the country. One hundred percent of our city facilities are powered by renewables, 100 percent.
