it is a pleasure to offer this amendment which I think embodies the intent of many Members of this body. This amendment very clearly states that if a just and fair interim agreement is not reached we will not deploy troops. The President made that very clear as his position on February 4 in a speech made here in Washington at the Baldridge Quality Awards Ceremony. No troops unless there is first an agreement. We believe this amendment should be adopted to make that clear. Secondly, we believe that there is a limited involvement that the United States should have and that that involvement should be limited to 15 percent of the total troop force assembled by the NATO forces for this mission.
