None of the funds made available by this Act may be used by the Secretary of the Interior to finalize, implement, administer, or enforce the proposed rule titled ``Endangered and Threatened Wildlife and Plants; Endangered Species Status for Texas Kangaroo Rat and Designation of Critical Habitat'' (88 Fed.
