My concern is that I don't see an overreaching--or overriding strategy on the part of the United States with this comple...
So there will be boots on the ground if there is to be any hope of success in the strategy.
By continuing to repeat that the U.S. will not put boots on the ground, the President, in effect, traps himself.
I think that there is a morale problem.
