It is precisely because we believe that the competition that comes with choice and the involvement of parents holding schools accountable is so critical that we believe that the public schools institutionally will be the first, best beneficiaries, and then, therefore, subsequently the children in the public schools, from a systematic process of choice, parental involvement, and discretion and accountability.
