I just cannot believe the President of the United States did not give consideration to all of these ailments described here on the floor. I cannot believe the President of the United States would have taken such callous disregard when he went to Wisconsin just a few days ago and so enthusiastically endorsed this Wisconsin plan and pledged that he would grant these waivers.
