I thank the gentleman from Arizona. Mr. Chairman, our constituents have a right to know whether EPA's regulations are based on sound science and do these regulations actually benefit the American public. The Secret Science Reform Act, which I have cosponsored, is a simple and straightforward message to government bureaucrats that they cannot propose costly new regulations without the transparency that the American people deserve. It makes you kind of wonder if the opponents of this legislation believe, like Mr. Gruber, that the American people are too stupid to understand the cost of the EPA overreaching regulations. Trust me when I say Americans are not stupid, and they deserve and demand the truth from the start. When given a bad prognosis from their doctor, I wonder how many of the proponents of the bill would say they don't really care about the details or the data. That is interesting. EPA's regulatory agenda should not be based on secret science and 30- year-old data in order to sell it to the American people. It is long past time that Congress increases the transparency of the EPA. This legislation will do exactly that by prohibiting the EPA from proposing or finalizing regulations based upon a science that is neither transparent nor available for review. I want to thank Chairman Smith and Congressman Schweikert for bringing this important legislation to the floor today.
