certainly I think that anytime we are going to be investing Federal dollars in any housing in the future, we need to make the sure the houses are as energy efficient as they possibly can be. And as I understand the gentleman's amendment, this would be about making sure, in consideration for granting funds for that, that the construction, the design, all of the phases of creating housing in this country would take into account the utility costs and, hopefully, the overall operating costs of those projects. So with that, we support the amendment. Mr. Chairman, I yield back the balance of my time.
