“By direction of the Committee on Rules, I call up House Resolution 361 and ask for its immediate consideration. The Clerk read the resolution, as follows: H. Res. 361 Resolved, That the requirement of clause 6(a) of rule XIII for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House is waived with respect to any resolution reported through the legislative day of September 30, 2013, relating to any of the following: (1) A measure making continuing appropriations for the fiscal year ending September 30, 2014. (2) A measure relating to the public debt limit. Sec. 2.
