She has, as the Rules Committee has, taken a lot of time on this bill--we have spent hours not only discussing and debating the effects of the bill, what the bill is about, why we would do it--but most of all, her abiding ability to stand up and represent her party in their context, and I respect that. Mr. Speaker, I yield 5 minutes to the gentleman from Alabama (Mr. Byrne), a distinguished member of the Rules Committee.
