“I join with the chairman of the Armed Services Committee, Senator Warner, in his concern over this TRICARE amendment for our Guard and Reserve. I had 10 years in the Army Reserve. My chief of staff is a retired lieutenant colonel. We have discussed these issues a lot--what we can do to help our Guard and Reserve. But a $14 billion expenditure over 10 years for this one project is not the best way to spend $14 billion to help the Guard and Reserve. I have met with top generals in command of our Guard and Reserve. As a member of the Armed Services Committee, and as a person who cares about improving the quality of life of our superb Guard and Reserve members, I care about it deeply. I want to make their lives better. I want to make serving through retirement and beyond minimum retirement time attractive for them. I want their lives to be happy and as fulfilling as possible. We need to reward them financially in every way we possibly can. To take $14 billion and in effect have it spent for a lot of people who already have good health care insurance is not a smart way to do it. It is not the right way.”
