I know Senator Nickles talked about the economy and who is responsible. We can all debate how much the President actually has influence over it. I don't know. But when President Roosevelt took office, there was a high unemployment rate. I think it was 20 percent, or maybe it even increased under his administration initially. He inherited an economy that was in trouble. Is it not a fact that when President Bush took office, contrary to the myth that is out there, that the third quarter of his last year in office was negative growth, and that the first quarter that President Bush inherited, before he had any time to do anything, was negative growth, and that President Bush actually inherited an economy that was in trouble? That is a big part of some of the difficulties we have had today.
