I appreciate my colleague so much. I express my appreciation to Senator Nelson of Nebraska for being a cosponsor and for his work on the Committee on Armed Services. I failed to mention that Senator Chuck Hagel of Nebraska is also a cosponsor of this amendment. We have so many ideas about how to defend America that we should not disrespect others who may disagree every now and then on how something should be done. I respect Senator Inouye. He is a patriot and an expert on defense. I have seen his leadership on national missile defense, which is seen today as a very wise investment. If a single missile moved toward the United States for the first time in history, we now have some capability to knock that down. In fact, in a few years, we will have a powerful capability to knock that down, but we have some capability right now. I believe we could successfully knock down one of those missiles. I will share a few thoughts. My colleague, Senator Reed, talked about the Russians, who had a meeting with our people. The Russians said they might not like it if we launched a missile like this. If we had this capability, they might not like it. It is interesting that we are openly talking with them about the capability, and letting them know what our plans are. The experts tell us they could tell, shortly after a launch, whether or not a missile was aimed at them. Certainly we are not going to launch World War III, no nation would, if a single missile was aimed toward them.…
