“There was a report that was issued in the 104th Congress that talked about $650 billion worth of waste, fraud and error in the Government of the United States. We are attempting to make sure that we spend every penny that we should but not a dollar more. What we are trying to do is to be responsible and do the responsible thing, and we are asking to be met halfway. We have given a great deal of information back to every agency, we have been very specific in what we have talked about, and we think it is not only fair and right, but it is the proper thing to do for accountability.”
