I believe it is local people who would ask for this to be done, anyway, and then the Federal Government can participate. But simply to say we have a house and we ought to keep it no matter what, is, in my opinion, a bad argument. It is a bad argument because keeping up something that is bad and needs repair and can't take care of itself, we need to get rid of those. We need to rebuild. That is what HOPE VI is all about. I hope you vote for my amendment.
