Briefly, before I go to Senator Thune and get him engaged in this discussion, based on the Senator's experience in the budgetary process, I'm sure he is aware that about 60 percent of Federal spending is mandatory entitlement spending. Does the Senator think we can develop a long-term plan for the future that fails to address that large portion that is growing faster than the other part of the budget?
