I have concluded that we have a juvenile justice system that is overwhelmed by the flood of more and more cases, more and more serious cases. According to a New York Times article, in Chicago they spend 5 minutes per case. That shows you what is happening in America, around the country. You talk to police officers in every town and they are frustrated by what is happening in juvenile justice. They tell me, ``Jeff, we can't do anything to them, and they know it. They are laughing at us.''
