The way this new benefit is funded, as I understand it, is through a $500 billion cut to Medicare and increased Medicare taxes. Wouldn't it be the correct thing for policymakers to take that money first and strengthen Medicare and pay the doctors whom we owe instead of starting an entirely new program, leaving the doctors unpaid, and raiding Medicare benefits?
