I yield myself such time as I may consume. Mr. Speaker, there are a number of issues that the House will be considering today as a result of amendments, ideas, that have come to the committee--some that are in the bill and some that are amendments against the bill. I'd like to, if I can, speak on one of those amendments at this time. This amendment is amendment No. 194, and it is offered by the gentleman who is the former chairman of the committee and who is now the chairman of the Committee on the Judiciary, the gentleman from Virginia (Mr. Goodlatte). It is cosponsored by a number of Members of this House, including the gentleman Mr. David Scott of Georgia, Mr. Chris Collins of New York, Mr. Moran, Mr. Duffy, Mr. Polis, Mr. Coffman, Mr. Meeks, Ms. Lee, Ms. DeGette, Mr. Issa, and me. The essence of what this is all about is that it would repeal the Dairy Market Stabilization Program. This program serves as a supply- and-control mechanism which distorts the private markets through which government intervention takes place and which unnecessarily fixes prices. As a result, American families pay higher prices for milk products, and American dairy exports are unnecessarily limited. This amendment which I speak of, No. 194, known as the ``Goodlatte amendment,'' would replace the stabilization program with a voluntary margin insurance program, allowing producers to effectively manage their risks without unnecessary government intervention.…
