I, too, rise with a sad heart regarding the occurrences and the things which happened in South Carolina last night. I know, I join the gentlewoman as well as all the Members of this body to express our condolences and our sorrow with the things that have happened. I know that later in the day we will take time to offer those formally by the members of the South Carolina delegation. Mr. Speaker, the question before us is, should the House now consider House Resolution 321. That is what we are here for. While the resolution waives all points of order against consideration of the motion to concur with the amendment, the committee is not aware of any violations of the Unfunded Mandates Reform Act. This is simply a dilatory tactic that the gentlewoman wants to use to talk further about the issue at hand. I get that. We have spent weeks talking about this. The United States Senate spent weeks talking about this issue. The gentlewoman wanted to use her time to talk about all the things that she believes are wrong with the bill, and that is okay. That really doesn't bother me.…
