“We do have a problem, Mr. President. I say to my esteemed colleague, one of the most able Members of this Senate, I have in my mind a framework that I believe would work for immigration reform. A number of the things I thought were critical I was told might be in this new bill this year. But the fine print convinced me it was not there. I believe we have a problem with the American people. They want to make sure this is done in the open light of day. I am not prepared to say at this point in time that I could meet and reach an accord on the overall difficulties with this bill in a matter of hours, or even days. I think we need to start over with an open process and maybe something else can be accomplished. My inclination is to say let's get it out there and let the American people be involved. They understand the difficult choices that have to be made. They are also principled people and want to be sure we do it right. I thank Senator Specter for his efforts.”
