I agree with that. Every group that listed ideas for that neighborhood--all of their ideas were good and all of those ideas would work. I think you are correct, Senator Coats, in how you are approaching this idea. I believe that we need to allow the people in our communities to develop plans for their own neighborhoods, to make them work, and we will get a lot better ideas than some of the programs that have been conjured up in this Congress.
