The Budget Act was designed to ensure that Congress passes a budget, because it was learned over the years--it goes back to the 1970s--that a budget is important for a country. Families have them, businesses have them. You need a budget. Congress was having trouble passing a budget. So they passed the Budget Act that allowed a budget to become law without 60 votes in the Senate, but they could be passed with 50 votes.…”
