Mr. Speaker, I will be urging Members to oppose the previous question so that I may offer an amendment to the rule which would make in order the constitutional amendment offered by Representative Dana Rohrabacher, as described today, which was presented to the Rules Committee last night. At a minimum the House should be allowed to vote and debate on a practical, legal alternative. Mr. Speaker, I urge all Members to reject the previous question. If the previous question is agreed to, I urge Members to reject the closed rule and the unconstitutional underlying measure.
