Today I wish to discuss the Sessions- Pryor Amendment No. 1879 to S. 1392, the Energy Savings and Industrial Competitiveness Act. I would like to recognize the excellent work of my friend, the senior Senator from Arkansas, Mr. Pryor, who is an original co-sponsor of this amendment, and I would ask him for permission to engage in a brief colloquy concerning our amendment.
