Madam President, I thank my colleagues for their excellent presentation. They are excellent Senators. And, from all that appears, they produced a piece of legislation that will be positive for our country. But the pending measure, H.R. 2055, An Act Making Appropriations for Military Construction, the Department of Veterans Affairs and related Agencies, offered by the Senators, would appropriate Federal funds for the year 2012. However, the Senate has not yet adopted a concurrent budget resolution for 2012, and there is no 302(a) allocation in place for that fiscal year. Section 303(c) of the Congressional Budget Act prohibits consideration of any appropriation bill until a concurrent resolution on the budget has been agreed to and an allocation has been made to the Committee on Appropriations for fiscal year 2012, or any subsequent year. Therefore, I raise a point of order against this measure pursuant to section 303 of the Congressional Budget Act. The PRESIDING OFFICER. The Senator from South Dakota.
