All I know is I won a lawsuit on it. I defended the Veterans' Administration when a veteran went off the grounds and was murdered by a murderer. They tried to sue the VA. They said the VA was negligent in letting him get off the grounds of the VA. We alleged that one could foresee certain things and cited abundant authority to the fact that no one should be held liable and should expect criminality, an intervening criminal act, of that kind.
