I want to thank my two colleagues who serve on the Rules Committee, the gentleman Mr. McGovern and the gentleman Mr. Hastings. They are both not only extremely committed men to their constituency, but also to bettering this House of Representatives. Their voice and their words and their opportunities of which they stand up for, I have great respect for, and want to thank them for the character in which they have come after today's not only debate, but yesterday's debate that took a number of hours as we heard from four Members of this body about their ideas about how we should pursue these two appropriations bills today. Mr. Speaker, I want to confine my comments to a perspective, and that is satisfaction that I have for the way in which this process is working today. I understand, as acknowledged in the very beginning, we have an issue with how much money we are going to spend. I recognize we are back at 2008 levels in 2015 in most of these bills. I do acknowledge that. I do acknowledge that we are asking-- requiring--on government a chance to run their agencies--spend money back at 2008 spending levels.…
