before we wrap up, we were told that this special amendment--the one with the highest priority that the leadership all seems to think is so valuable--would be filed at 6 o'clock. Now it is 9:40 p.m. and we still have not seen it. Perhaps they are adding special clauses in to get special Senators' votes before they file it. But I suspect it will be done tonight because the plan, obviously, is to file cloture on it immediately and try to move it to a vote as soon as possible. I want to conclude my remarks tonight on one subject. The American people are good and decent people. They believe in immigration. They have always supported immigration in this country. But they have been demanding, pleading, praying for this government to develop a good and decent system of immigration that serves our national interests and makes them proud. And for 30, 40 years we have had a situation in which people have been coming in massive numbers illegally, and it is not right. The American people are not happy about it. They are angry with their politicians. I remember saying in 2007 that the people were not mad at immigrants. They were mad at those of us in Congress and in the White House and in the departments and agencies of government for not doing our jobs. That is what they are angry about. I saw a poll not long ago that said 88 percent of the people said they were angry at Congress and only 12 percent said they were angry at people who entered the country illegally.…
