Before the Senator shares his thoughts about the appropriations process from his extensive experience in the leadership of the Congress, just briefly, I want to make sure the American people and our colleagues know what happened. I see our newly elected colleague from Wisconsin, Senator Ron Johnson. He won election, you could say, in an upset--a popular, big victory. He campaigned all over his State and talked about the issues we are talking about today. As a new Member of the Senate, I would love to hear Senator Johnson's comments about where he thinks we are today.
