The gentleman from New York, who is a very dear friend of mine, spoke very eloquently about this bill. I will tell you that the Supplemental Nutrition Assistance Program, known as SNAP, is designed to ensure that the neediest Americans are able to help themselves with food for themselves and their families. I care very much about people who are disabled seniors and those who are having problems. I think you would be hard-pressed to find any Member who did not think that reforming this program is also the right thing to do. This program was reformed in the Agriculture Committee. That's the text that we are bringing here today--Republicans and Democrats together working together, looking at the problem, and trying to make sure that prioritization is done.
