I thank the Senator from Louisiana for his comments, and I thank Senator Portman for providing some good language to improve our situation. I truly believe what happened Monday afternoon heralded deep trouble. There was deep trouble the week before when a dramatic reversal of enforcement ideas came about to throw money at this problem come Friday. That is what happened, and the process has been shut down essentially since then.
