Mrs. Lowey, Mr. McGovern, Judge Hastings, Ms. Slaughter, and Mr. Polis represent not just the Democratic Party, but millions of people across the country. I want to forthrightly try again to answer, if I can. I do hear them, Chairman Rogers hears them. There is at least $500 million--granted, only one-third of what has been requested--that we believe is available for it to be transferred right now.
