I thank Senator Enzi for his leadership on the Budget Committee. He is a long-time member, a senior member, and he has worked hard on these issues for years. He is an accountant. He is able to add and subtract. He can see a debt crisis when one is there, and I appreciate the comments he has made. I believe he is exactly correct on so many of those points. The Senator suggested that something is awry on the pension benefit commission in which we, in effect, tax employers more supposedly to help the guarantee fund be able to honor people's pensions if a company goes bankrupt. But it seems to me in simple dollars and cents if we do that we can't then spend it on other items unrelated to pension guarantees. Is that the concern the Senator has raised, essentially?
