As I explained earlier, Texas is the great American jobs machine. We talked about how we create jobs because we have effectively used the resources that, in many instances, Mother Nature and God have given us. So now it is time for Washington, I think, to learn from models that we do in Texas, where we learn to capitalize on all of our resources--in this case, the energy revolution that is at hand. Look, what Republicans have done today is brought a bill that is common sense to the floor to unleash our natural resources, to make sure that it helps out not only our foreign policy, but workers and jobs in this country, and that is important. So it is a policy issue. The Republican Party is dead-on. There is going to be a bipartisan vote today. Mr. Speaker, I urge my colleagues to support the rule and the underlying legislation. I yield back the balance of my time, and I move the previous question on the resolution. The previous question was ordered. The SPEAKER pro tempore (Mr. Denham). The question is on the resolution. The question was taken; and the Speaker pro tempore announced that the ayes appeared to have it.
