The gentleman is going to have just his opportunity today because I am sure we are going to vote on this. I would like to advise the gentleman that I have no speakers. We spent a couple of hours yesterday in the Rules Committee fully debating this, understanding this bipartisan bill, and so I want to advise the gentleman that I will allow him to use the time.
