“Amazingly, the Congressional Budget Office said the bill that is before us would only reduce illegal immigration by 25 percent. So we are going to give amnesty for the toughest bill ever, and all of this. Then the bill gets in trouble on the floor and they scurry around and they get an amendment that throws in, say, 20,000 agents who are going to be hired somewhere on the border in the future.
