I know my colleague, the Democratic assistant leader, is here, and I will make a budget point of order now because I understand he would be objecting. Madam President, the pending amendment, No. 2789, offered by the Senator from Washington, would cause the underlying legislation to exceed the authorizing committee's section 302(a) allocation of new budget authority and outlays.
