I served in the Federal Government bureaucracy for about 15 years as a Federal attorney and as a U.S. attorney. Trust me, Federal employees, as Senator Bennett said, have tremendous rights. I was rather shocked, in connection with some of the things Senator Gramm has been saying, to read some recent developments. After September 11, is the Senator aware that the Customs Service wanted to require its inspectors--management--at 301 ports of entry to wear radiation detection pagers to help detect attempts to import nuclear and radiological materials across our borders, and that the National Treasury Employees Union--members of which are some of my good friends--objected saying that wearing the pagers should be voluntary and fought to invoke collective bargaining on the issue, which would have taken at least a year to resolve?
