I will take 30 seconds to say that this amendment would authorize the appropriating committee to pay for the fencing--give them more discretion to pay for it out of the account they deem is appropriate. It would be across the board but within their discretion, so that no one particular account must be cut or reduced by passage of this amendment. The Coast Guard and other things would not have to be reduced in order to pay for this amendment. I yield the floor.
