What we are trying to say is that we have looked at them. We have reviewed them. We have been in constant contact with agencies. We have given them specific feedback about the things that are lacking. It was not like an F grade with no comments. They are specific comments directly to the agencies about how they can make that better to where we can have the language between that and appropriations.
