This rule and the underlying legislation is specifically answering a question of national emergency, and that is as it relates to hurricane and hurricanes that are nearing the United States. I yield 5 minutes to the distinguished gentleman from Texas (Mr. Weber), one of the Members of Congress who was in the direct bull's-eye of this, in the district and the people that he represents.
