I ask the Senator, isn't that in fact what happened in 1986? We passed the amnesty bill, and the American people were told this would be a one-time thing, it would solve this problem, and we are going to have enforcement on the border. That was promised. But, in fact, it never occurred. The monies were never appropriated. The President never aggressively asked for the resources necessary to make this occur, and we ended up not enforcing the law.
