I do admit, in 1996, it looks as if the D.C. Circuit and the First Circuit had one case considered by the Supreme Court and it was reversed. D.C. Circuit had one, and it was reversed. And the Federal appeals court had one, and it was reversed. Let me show you an article from the New York Times.
