“If the dealer handed a customer a gun that was loaded, perhaps that dealer could be held liable. I think probably they should. The dealer should have checked before they handed it to them. But I don't think you want a circumstance where you say a gun that does not clearly show whether or not it is loaded creates a liability. We have never had that before. I have never had a gun that I know of that shows clearly whether it is loaded or not. You have to open it up to see if it is loaded. My time has expired.”
