I yield myself the balance of my time. Mr. Speaker, we are here because the law requires that the House of Representatives pass funding bills. Today we are here because we are going to fund Homeland Security, and that we are. We are going to fund Homeland Security because every single member of this Republican Conference, and I believe every single Member of this House, understands how important Homeland Security funding is to protect this country and our citizens. But we also need to understand that the President of the United States last year, and perhaps the year before, took actions which we disagreed with, which I believe embarrassed this country, which I believe we were unprepared to fulfill the responsibilities, and that is directly related to issues of executive orders and ideas that he had about illegal immigration. Mr. Speaker, we are here because we feel passionately about the rule of law and the Constitution of the United States. It is the President of the United States who we believe has gone well past not only his constitutional authority, but the authority that I believe is vested in him: well and faithfully executing the laws of the country, which is his oath of office. So we have gathered together, united in support of this rule and the underlying legislation. We are also going to follow the Constitution and pass it here today and tomorrow with the bill and send it to the United States Senate and let them deal with it.…
