I have not been in Congress for 22 years, like the gentleman from Texas, but I do know the difference between right and wrong. I think the gentleman from Texas (Mr. Frost) knows the difference between right and wrong. What we recognize about this rule is that this is an honest up-or-down vote. Yesterday in the Committee on Rules the gentleman from Connecticut (Mr. Shays) asked for his bill, and got what he asked for. He received it. That was his bill. We did not gut the bill. We are not putting any amendments against the bill. He gets his bill exactly the way that he said in the Committee on Rules he wanted it. He gets all 12 or 13 amendments. Where I come from in Texas, you vote for what you are for and you vote against what you do not like. The fact of the matter is that this is an honest attempt to give our colleague, who is a Republican, the gentleman from Connecticut (Mr. Shays), exactly what he asked for in the Committee on Rules. We are not hiding anything. We are not making it more difficult. We are simply giving him exactly what he wanted.
