I maintain this is not our intent. The BAT program is a key component of the Army's long-range fire support against threatening armored forces, but has experienced some developmental difficulties in recent months. It is clear to all of us that in fiscal year 1998, BAT is not ready for full-scale production and the committee's action eliminates the funds for production and applies them to much-needed further development. This is a move which is supported by the U.S. Army and in no way indicates a change in their requirements.
