“Thank you, I say to Senator Specter. You put your heart and soul into this effort. Nobody should think the effort you have gone forward with, and that Senator Hatch and Senator Leahy and Judge Becker and others have gone forward with, is for any other purpose than trying to make this system better. We absolutely can improve the system. It is within our grasp to do so. If we cannot pass legislation that takes the 58 percent of compensation that is currently not getting to the victims and allow those victims to have larger amounts of money, it is our fault.
