“I think most schools are doing a pretty good job. As the Senator knows, the Federal Government committed to pay 40 percent of IDEA costs and never paid much more than 10 percent or 15 percent of that. This bill would fully fund that 40 percent. But under the law--and there are groups of parents who meet, advocacy groups, and lawyers who are active in Alabama and every State--if they are emotionally disturbed children and they cannot control themselves, they cannot be removed from school as a result of that. If they are a danger to themselves or others then they can be provided services in an alternative setting, perhaps, but they cannot be denied educational services. That is the universal in the United States.”
